It is a strategic node in Guangzhou"s urban spatial development strategy of southern expansion, connecting the inner ring of the Greater Bay Area to the development zone.

Study Scope and Requirements

　　項目位于***市***區(qū)萬頃沙南***區(qū)（詳見附件一）。
The project is located in the southern part of Wanqingsha, Nansha District, Guangzhou (see Annex I for details).

　　本次競賽范圍分為3平方公里概念規(guī)劃設(shè)計研究和建筑方案設(shè)計研究兩個層次。
The scope of the Competition is divided into two levels: 3 sq km conceptual planning design study and architectural scheme design study.

　　七、競賽報名方式
Competition Registration Method

　　（一）設(shè)計機(jī)構(gòu)***
(I) Registration requirements for design agencies

　　1、本次競賽接受聯(lián)合體報名，聯(lián)合體成員個數(shù)不得超過2 家。不接受個人或個人組合報名。聯(lián)合體報名時須提交《聯(lián)合體協(xié)議書》并在協(xié)議里明確聯(lián)合體的主體單位（詳見附件三）。
The Competition is open to registrations from consortia, the number of members of which may not exceed two. No individual or combination of individuals will be accepted. The consortium must submit a Consortium Agreement and specify the main unit of the consortium in the Agreement when applying as a consortium (see Annex III for details).

　　2、境內(nèi)設(shè)計機(jī)構(gòu)***，境外設(shè)計機(jī)構(gòu)***。聯(lián)合體各成員機(jī)構(gòu)***，或與其他設(shè)計機(jī)構(gòu)***。同一法定代表人的不同機(jī)構(gòu)（***、***），不得同時報名參與競賽。
Domestic design agencies must have independent legal personality, and foreign design agencies are preferred to form a consortium with domestic design agencies. Each member agency of the consortium shall not enter the competition on its own behalf or form a new consortium with other design agencies. Different agencies with the same legal representative (including their parent companies, wholly-owned subsidiaries and their holding companies) are not allowed to enter the competition at the same time.

The planning and architectural design staff participating in the Competition shall be the registered staff of the design agency. The chief designer (i.e. project leader) who has presided over the following similar projects within the last 5 years is preferred:

Extensive experience in planning and programming of major sports events;

　　2)具有豐富的大型體育賽事場館設(shè)計經(jīng)驗；
Extensive experience in the design of large scale sports venues;

Ability and practical experience in integrated design studies of key urban area;

　　4)具有豐富的生態(tài)保護(hù)利用及環(huán)境營造經(jīng)驗；
Extensive experience in ecological conservation and environment creation;

　　5)具***市濱水空間設(shè)計經(jīng)驗。
Experience in the design of urban waterfront spaces.

Competition Method

　　1、參賽機(jī)構(gòu)***
Selection of Participating Agencies

　　本次競賽活動采用公開報名的方式，通過在網(wǎng)站發(fā)布報名公告，公開接受境內(nèi)外設(shè)計機(jī)構(gòu)（含聯(lián)合體）報名，通過專家遴選排名，最終取前6家設(shè)計機(jī)構(gòu)（聯(lián)合體）作為參賽機(jī)構(gòu)，候補(bǔ)2家參賽機(jī)構(gòu)（詳見附件二）。參賽機(jī)構(gòu)***，由競賽主辦單位***，組織現(xiàn)場踏勘及答疑。其余未受正式邀請的設(shè)計機(jī)構(gòu)***。
The Competition will be open for registration by publishing an announcement on the website and accepting registrations from both domestic and international design agencies (including consortia). The top 6 design agencies (consortia) will be selected as the participating agencies through expert selection and ranking, and 2 alternate agencies will be selected (see Annex II for details). After the announcement of the list of participating agencies, the Competition Sponsor and Organizer will issue the technical documents of the Competition and organize site inspections and Q&A sessions. The competition proposals submitted by the remaining design agencies that have not been officially invited will not be accepted.

　　在競賽技術(shù)文件發(fā)布會后第一周開展技術(shù)文件答疑，參賽機(jī)構(gòu)***（郵箱地址：nanshajingweihui2023@gz.gov.cn），由承辦單位***。
The Q&A session on the Technical Document will be held in the first week after the release of the Competition Technical Document. Participating agencies shall fill in the written Q&A questions according to the specified format and requirements and send them to the specified email address (email address:nanshajingweihui2023@gz.gov.cn), which will be collected by the Organizer for uniform email feedback.

　　Only one proposal may be submitted by the participating agencies. All competition achievements (including physical models) must be submitted in one time which are accepted and signed by the competition organizer. The submission time for the competition achievements (including physical models) is tentatively from 14:00 to 17:00 on 10 April 2023. All participating agencies must submit the competition achievements to the designated place of the competition organizer within the above specified period, no other submission methods such as express delivery will be accepted. The competition organizer will notify the participating agencies about the specific competition achievements and model delivery locations in writing one week before the designated submission time.

Assessment of achievements

　　本次競賽成果評審包括方案有效性審查和方案評審兩個階段。評審委員會將首先對所有成果方案進(jìn)行有效性審查，確定成果方案的有效性。無效方案不得進(jìn)入方案評審。
The assessment of the competition achievements consisted of two steps: proposal validity review and proposal assessment. The Assessment Committee will first review the validity of all proposals to determine the validity of the achievement proposals. Invalid proposals will not be allowed to proceed to the proposal assessment.

The reimbursement fee and the prizes will be paid in RMB in the People"s Republic of China including tax, and the Organizer will be responsible for settling the payment with the participating agencies. Overseas participating agencies that are unable to use their own accounts to receive RMB in the People"s Republic of China may authorize legal independent legal persons in China to collect the money on their behalf, and the Organizer will not pay the relevant handling fees, taxes and other charges.

Others

　　1、競賽所有文件采用中文或中英文對照形式進(jìn)行表達(dá)。當(dāng)中英文內(nèi)容不一致時，以中文為準(zhǔn)。主辦單位***。
All documents of the competition shall be expressed in Chinese or in Chinese and English only. If there are any differences between the Chinese and the English contents, take the Chinese version as the standard.. The schedule of the Organizer is based on BST.

　　2、主辦單位***。如有改動，將及時通知參賽機(jī)構(gòu)。
The Organizer reserves the right to change the schedule. Participating agencies will be informed of any changes in time.

　　3、參賽機(jī)構(gòu)***。若因不可控制因素影響無法親臨現(xiàn)場的，應(yīng)按主辦單位***。
The chief designer of the participating agency must attend the site visit in person. If they are unable to attend the site in person due to factors beyond their control, they should participate in alternative site presentation activities such as livestreaming at the request of the Organizer.

　　4、參賽機(jī)構(gòu)***，均視為承認(rèn)本次競賽活動規(guī)則以及各階段相應(yīng)的文件內(nèi)容要求。
By accepting the invitation to participate in the competition, the participating agencies shall be deemed to have acknowledged the rules of the competition and the content of the corresponding documents at each stage.

Attribution rights to the competition achievements shall belong to the participating agencies and copyright shall belong to the Organizer. All valid competition achievements will not be returned to the participating agencies after the assessment. The Organizer and the Sponsor have the right to use them free of charge, including but not limited to public display of the achievements after the assessment, and to introduce, display and eva luate the achievements through communication media, professional journals, professional books and magazines or other forms, as well as to modify and optimize the competition achievements.

　　6、參賽機(jī)構(gòu)***，不得包含任何侵犯第三者知識產(chǎn)權(quán)的資料。如發(fā)生侵權(quán)行為，由涉及侵權(quán)的參賽機(jī)構(gòu)***。同時主辦單位***。若給主辦單位、承擔(dān)單位***，參賽機(jī)構(gòu)***。
The participating agencies shall ensure that all contents of the competition achievements are original and shall not contain any material that infringes the intellectual property rights of third parties. In case of infringement, the participating agency involved in the infringement shall bear all legal consequences and disqualified by the Organizer. The participating agency shall be responsible for compensation for any damage to the Organizer or Sponsor.

　　8、競賽受中華人民共和國法律管轄，競賽工作和所有文件適用中國法律。若發(fā)生爭議，經(jīng)協(xié)商不成時，提交廣州仲裁委員會進(jìn)行仲裁。仲裁為終局裁決，對當(dāng)事人均有約束力。
The Competition is governed by the laws of the People"s Republic of China and all competition work and documents are subject to Chinese law. In the event of a dispute which cannot be resolved through negotiation, it will be referred to the Guangzhou Arbitration Commission for arbitration. The arbitration shall be final and binding on all Parties.

　　9、參賽機(jī)構(gòu)***，不得以任何方式披露、公開或展示競賽各相關(guān)資料及參賽成果。否則主辦單位***，并依法追究其法律責(zé)任。
No information related to the competition and the achievements of the competition shall be disclosed, published or displayed in any way by the participating agencies or their designers without the written permission of the Organizer. Otherwise, the Organizer will disqualify the entry and pursue its legal responsibility according to law.

　　10、參賽機(jī)構(gòu)***、邀請函、通知等文件內(nèi)容與技術(shù)文件不一致時，以技術(shù)文件為準(zhǔn)。
In the event of any discrepancy between the content of the competition announcement, invitation letter, notice, etc. previously received by the participating agencies and the technical documents, the technical documents shall be the standard.

　　11、主辦單位***，解釋語言以中文為準(zhǔn)。
The Organizer has the final right to interpret the technical documents of the competition, and the language of interpretation shall be Chinese.

　　12、本次競賽報名公告與正式發(fā)布的《競賽技術(shù)文件》有不符之處，以正式發(fā)布的《競賽技術(shù)文件》為準(zhǔn)。
In the event of any discrepancy between the Registration Announcement and the official Technical Document of the competition, the official Technical Document of the competition shall be the standard.

　　13、本國際競賽項目的報名公告英文版與中文版不一致之處，均以中文版的報名公告為準(zhǔn)。
In the event of any discrepancy between the English and Chinese versions of the Registration Announcement for this International Competition, the Chinese version shall be the standard.

　　14、所有報名文件概不退還。
All registration documents are non-returnable.

Rules for Selection of Participating Agencies

　　一、前言
I. Preface

　　1、南沙大***市綜合體規(guī)劃設(shè)計研究國際競賽引入競爭機(jī)制，采取公開報名、擇優(yōu)選擇參賽機(jī)構(gòu)***，對所有依據(jù)競賽公告規(guī)定報名的設(shè)計機(jī)構(gòu)（含聯(lián)合體，下同）進(jìn)行遴選。
1. The Nansha Mega Urban Complex PlanningandDesignStudy International Competition introduces a competitive mechanism and is conducted in the form of open registration and selection of participating agencies on the basis of merit, and all design agencies (including consortia, the same below) that have registered in accordance with the provisions of the competition announcement will be selected.

　　2、為保證咨詢“公開、公平、公正”，根據(jù)有關(guān)的法律、法規(guī)和方針、政策，結(jié)合本項目的特點和要求，制定本遴選細(xì)則。
2. For the purpose of ensuring that the consultation is " Open, Fair and Just", these assessment rules are formulated in accordance with the relevant laws, regulations, guidelines and policies, and taking into account the characteristics and requirements of this project.

　　二、評審委員會
II. Assessment Committee

　　1、競賽將聘請國內(nèi)外知***市規(guī)劃、城市設(shè)計、建筑設(shè)計、景觀、低碳生態(tài)、交通規(guī)劃、市政工程、體育工藝、場館運(yùn)營和生態(tài)保護(hù)利用等領(lǐng)域?qū)＜医M成評審委員會，與參賽單位***，評審委員會名單在評審結(jié)果確定前保密。
1. The Competition will appoint a committee of experts in the fields of urban planning, urban design, architectural design, landscape architecture, low-carbon ecology, traffic planning, municipal engineering sports technology, venue operation and ecological protection and utilization at home and abroad, and those who have an interest in the participating agencies will not be allowed to enter the assessment committee of the relevant projects; the list of the assessment committee will be kept confidential until the assessment results are determined.

　　2、評審委員會專家的職責(zé)是根據(jù)參賽機(jī)構(gòu)***，對設(shè)計機(jī)構(gòu)***，完成審查報告，書面評審意見由全體評委簽字確認(rèn)。
2. Experts of the assessment committee are responsible for carefully assessing the information submitted by the design agencies according to the qualification rules and completing the assessment report, and the written assessment opinion should be signed and confirmed by all the assessment committee members.

　　2、符合性審查
2. Compliance Review

　　凡是報名參加南沙大***市綜合體規(guī)劃設(shè)計研究國際競賽的設(shè)計機(jī)構(gòu)，需按競賽公告“八、競賽報名方式”有關(guān)要求提供報名資料。遴選專家對各設(shè)計機(jī)構(gòu)***，如有任何一項不符合“設(shè)計機(jī)構(gòu)***”的則視為不通過符合性審查。只有通過了符合性審查的設(shè)計機(jī)構(gòu)***。符合性審查時，對有疑問或不清楚的報名文件進(jìn)行澄清，設(shè)計機(jī)構(gòu)***。專家對報名參賽資格意見不一致時，按少數(shù)服從多數(shù)原則辦理。
All design agencies applying for the Nansha Mega Urban Complex Planning and Design Study International Competition must provide the relevant information in accordance with the requirements of the Competition Announcement under "IX. Registration Methods". The selection experts will conduct a compliance review of the design agencies, and any failure to comply with the "Conditions of Registration for Design Agencies" will be considered a failure of the compliance review. Only those design agencies that pass the compliance review will be considered for merit review. Clarifications of qualification documents that are in doubt or unclear shall be made during the compliance review, and the material added by the design agency through clarification within the specified time shall form part of the qualification assessment materials. In case of disagreement among experts on the eligibility of the registration entries, the principle of majority rule shall apply.

　　（1）通過符合性審查的設(shè)計機(jī)構(gòu)***6家的，由主辦單位***。
(1) If the number of design agencies passing the compliance review is less than 6, the Organizer shall decide to extend the registration period or re-organize the registration process according to the project situation.

　　（2）通過符合性審查的設(shè)計機(jī)構(gòu)***6家的，對通過資格審查合格條件的設(shè)計機(jī)構(gòu)***，擇優(yōu)選取6家為參賽機(jī)構(gòu)。
(2) If the number of design agencies passing the compliance review exceeds 6, the design agencies passing the qualification review will be eva luated on merit and 6 will be selected as the participating agencies.

• 由遴選委員會采用不記名投票方式，對所有通過了符合性審查的設(shè)計機(jī)構(gòu)***，共選出6家正式參賽機(jī)構(gòu)（無排序）及2家備選參賽機(jī)構(gòu)（有排序）。

• The selection committee will vote on all the design agencies that have passed the compliance review by secret ballot, and a total of 6 official entries (unranked) and 2 alternative entries (ranked) will be selected.

• 遇票數(shù)相等不能確定結(jié)果時，應(yīng)進(jìn)行附加投票，以確定名次。

• In the event of a tie, an additional vote shall be taken to determine the ranking.

• 投票結(jié)束后，點票人員對投票人數(shù)、票數(shù)和每票應(yīng)選設(shè)計機(jī)構(gòu)***，作廢的選票不得統(tǒng)計，并向遴選委員會報告。

• After the close of the voting, the counting officer will check and count the number of votes cast, the number of votes and the total number of design agencies to be elected on each ballot; invalid ballots will not be counted and will be reported to the Selection Committee.

• 遴選委員會成員應(yīng)當(dāng)獨立投票，自投票開始至最終排名統(tǒng)計結(jié)果公布期間，任何人不得非法干預(yù)、影響投票過程，不得透露、協(xié)商、改變投票結(jié)果，不得使用通信聯(lián)絡(luò)工具。

• Members of the Selection Committee shall vote independently and no one shall unlawfully interfere with or influence the voting process, disclose, negotiate or change the results of the voting, or use means of communication from the start of the voting until the final ranking statistics are published.
