CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of 2023-2026 BTR RCD MPD EQUIPMENT PURCHASE AND SERVICE by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：目前中海石油（中國(guó)）***的勘探、開發(fā)作業(yè)正向深水/超***區(qū)域進(jìn)軍，深水/超***區(qū)域地質(zhì)條件復(fù)雜、“高溫高壓”及“潛山縫洞”油氣層發(fā)育范圍廣、地層壓力預(yù)測(cè)差異大等問題越來越突出，采用常規(guī)鉆井工藝無法經(jīng)濟(jì)有效的解決上述問題引起的鉆井難題，導(dǎo)致常規(guī)鉆井過程中溢、漏、氣侵等復(fù)雜情況頻發(fā)。同時(shí)在礁灰?guī)r地層和鹽膏層鉆進(jìn)存在常規(guī)鉆井工藝難以應(yīng)對(duì)的技術(shù)瓶頸，導(dǎo)致鉆井作業(yè)周期長(zhǎng)、井控風(fēng)險(xiǎn)大、作業(yè)成本高，給安全高效施工帶來巨大挑戰(zhàn)。并且常規(guī)過平衡鉆井工藝存在鉆井提速難和儲(chǔ)層保護(hù)差的缺點(diǎn)，不利于油氣發(fā)現(xiàn)，嚴(yán)重制約了***區(qū)塊勘探開發(fā)進(jìn)程，亟需發(fā)掘新的鉆井工藝、配套新的鉆井裝備，從而實(shí)現(xiàn)安全、高效開發(fā)深水/超深水***區(qū)塊的目的。計(jì)劃購(gòu)置2套國(guó)內(nèi)外先進(jìn)的BTR控壓鉆井系統(tǒng)安裝于深水鉆井平臺(tái)，以解決目前面臨的深水鉆井難題。

Project Summary：The exploration and development operations of CNOOC (China) Co., Ltd. Hainan Branch are entering deepwater/ultra-deepwater areas, where the geological conditions are complex, the "high temperature and high pressure" and "Buried-hill fracture-cave" reservoirs are widely developed, the uncertainties in formation pressure prediction are becoming more and more prominent. Conventional drilling technology can’t economically and effectively solve the drilling problems caused by the above difficulties, which leads to the frequent occurrence of complex situations such as well kicks, lost circulation and gas cut drilling fluids in the process of conventional drilling. At the same time, there are technical bottlenecks in drilling in reef limestone formation and salt & gypsum formation, which are difficult to deal with by using conventional drilling technology, resulting in long drilling operation duration, high well control risk and high operation cost, this brings high challenges to safe and efficient operation. In addition, conventional overbalanced pressure drilling technology has the disadvantage of difficulties in increasing drilling speed and poor reservoir protection, which is harmful to oil and gas discovery and significantly restricts the exploration and development of deepwater blocks. Therefore, it is urgent to apply new drilling technology and utilize new drilling equipment to achieve the purpose of safe and efficient development of deepwater/ultra-deepwater oil and gas blocks.thus the plan is to purchase two sets of advanced BTR RCD MPD systems globally and install them on deepwater drilling rigs to solve the current deepwater drilling problems.

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer. The surface manifolds and associated HPU installed on target rig A shall obtain ABS certification; The surface manifolds and associated HPU installed on target rig B shall obtain DNV certification.

C．投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。

Joint Venture: Accepted，(The following requirements shall be met: each member of the Joint Venture shall authorize the leader of Joint Venture to participate in the bidding activities on behalf of the Joint Venture, sign documents, submit and receive relevant data, information and instructions, conduct contract negotiation activities, be responsible for the organization and coordination of the contract implementation stage, and handle all matters related to the bidding project. The leader of the Joint Venture shall purchase the bidding documents for the Joint Venture bidding.) The Joint Venture members registered within the customs territory of the People"s Republic of China shall submit RMB, and the Joint Venture members registered outside the customs territory of the People"s Republic of China shall submit USD. For the subsequent signing of the contract, the Joint Venture members registered in the customs territory of the People"s Republic of China shall sign the RMB contract, and the Joint Venture members registered outside the customs territory of the People"s Republic of China shall sign the USD contract. The Joint Venture must belong to the same group company. The Tenderer must submit the consortium agreement when bidding.

2017年***月***日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），在全球范圍內(nèi)，投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個(gè)深水控壓鉆井系統(tǒng)關(guān)鍵設(shè)備BTR旋轉(zhuǎn)控制頭（BTR RCD）的供貨業(yè)績(jī)。

From January 1, 2017 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 BTR RCD supply performance.

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、投標(biāo)人名稱、貨物名稱、BTR旋轉(zhuǎn)控制頭到貨驗(yàn)收材料。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, receiving certificate of arrival of goods.

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)合同簽署時(shí)間、投標(biāo)人名稱、貨物名稱、到貨驗(yàn)收材料的，均視為無效業(yè)績(jī)。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
