2.2 外保溫隔熱層；

2.3 錨固釘及內(nèi)部支撐件（提交給再生爐制造廠家）；

2.4 所有襯里材料按照滿足整爐需要提供，業(yè)主不留剩余耐火磚。

3、現(xiàn)場施工范圍

3.1 材料的包裝、運(yùn)輸、檢試驗(yàn)、砌筑、驗(yàn)收、試車以及技術(shù)服務(wù)；

3.2 內(nèi)部原則上不要求除銹，如需要，可進(jìn)行局部處理（工作量較小）；

3.3 內(nèi)部腳手架搭拆（執(zhí)行SH/T3555-2014規(guī)定，并符合《***腳手架作業(yè)管理辦法》中的要求）；

3.4 耐火襯里施工；

3.5 耐火材料報(bào)驗(yàn)送檢；

3.6 負(fù)責(zé)將材料運(yùn)至施工現(xiàn)場指定的位置；

3.7 負(fù)責(zé)半成品及成品質(zhì)量的保護(hù)工作；

3.8 負(fù)責(zé)為了完成襯里施工所必須的臨時(shí)設(shè)施、防護(hù)棚，按照業(yè)主管理規(guī)定的安全、質(zhì)量投入；

3.9 負(fù)責(zé)現(xiàn)場施工所需的臨時(shí)水電接入工作，并按照業(yè)主管理規(guī)定進(jìn)行計(jì)量和交費(fèi)（業(yè)主負(fù)責(zé)提供臨時(shí)水電的接入點(diǎn)，位置***區(qū)紅線100米以內(nèi)；水電的費(fèi)用由施工的單位***）。

4、業(yè)主工作范圍

4.1 外保溫防護(hù)層及捆扎鋼帶、鋼帶扣的供貨

4.2 外保溫隔熱層及防護(hù)層的施工

4.3 烘爐（廠家提供烘爐方案并進(jìn)行技術(shù)指導(dǎo)）

*3. 對投標(biāo)人的資質(zhì)業(yè)績要求：

1)投標(biāo)人具有有效的營業(yè)執(zhí)照（國內(nèi)投標(biāo)人）/企業(yè)經(jīng)營許可證明文件（國外投標(biāo)人）。

2)投標(biāo)人應(yīng)當(dāng)提供在開標(biāo)日前3個(gè)月內(nèi)由其開立基本賬戶的銀行開具的銀行資信證明的原件或復(fù)印件。

3)投標(biāo)人在投標(biāo)前需在中國國際招標(biāo)網(wǎng)（以下簡稱“招標(biāo)網(wǎng)”，網(wǎng)址：http***dding.com）成功注冊。

4)信譽(yù)要求：

① 2020年1月1日至今，境內(nèi)投標(biāo)人在國家企業(yè)信用信息公示系統(tǒng)中未被列入嚴(yán)重違法失信企業(yè)名單或列入經(jīng)營異常名錄信息，在“信用中國”網(wǎng)站（www***）或各級信用信息共享平臺中未列入失信被執(zhí)行人名單。

證明材料：投標(biāo)人需提供“信用中國”（www***）和“國家企業(yè)信用信息公示平臺”（http***.cn），截圖加蓋投標(biāo)人公章并附在投標(biāo)文件中。

② 2020年1月1日至今，境外投標(biāo)人在中國境內(nèi)近三年沒有不良業(yè)績記錄或嚴(yán)重質(zhì)量問題，否則其投標(biāo)也將被否決。

5)本項(xiàng)目只接受制造商/生廠商投標(biāo)；

證明材料（裝訂在投標(biāo)文件中）：投標(biāo)人需提供制造商資格聲明加蓋投標(biāo)人公章并裝訂在投標(biāo)文件中。

6)財(cái)務(wù)和經(jīng)營狀況要求：投標(biāo)人沒有處于破產(chǎn)、資產(chǎn)凍結(jié)、財(cái)產(chǎn)被接管、被責(zé)令停業(yè)、投標(biāo)資格被取消等狀態(tài)，且在 2018 年以來財(cái)務(wù)狀況良好，具有足夠資產(chǎn)及能力來有效地履行合同；

證明材料：投標(biāo)人須提供承諾函加蓋投標(biāo)人公章并裝訂在投標(biāo)文件中。

7)業(yè)績要求：

2018年1月1日至今（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)人在中國境內(nèi)具有新建丙烯腈聯(lián)合裝置SAR廢酸再生爐耐火材料成套供貨業(yè)績。

證明材料：投標(biāo)人須提供相應(yīng)業(yè)績的合同、技術(shù)協(xié)議等，其內(nèi)容至少應(yīng)包括項(xiàng)目名稱、用戶名稱、裝置規(guī)模、供貨的耐火材料品種及規(guī)格和參數(shù)等、供貨數(shù)量、合同簽訂日期以及簽署和蓋章頁、用戶聯(lián)系人和電話等。

8)本項(xiàng)目不接受聯(lián)合體投標(biāo)。

招標(biāo)人***保留審查原件的權(quán)利，如發(fā)現(xiàn)以上資質(zhì)證書、業(yè)績及相關(guān)資料造假的，作否決投標(biāo)處理。

1.Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

1. Design scope

1.1 Design of refractory lining;

1.2 Design of external thermal insulation and protective layer;

1.3 The design documents shall be submitted to the design unit and the process package licensor for confirmation.

2. Scope of supply

2.1 Refractory lining (including but not limited to refractory brick, insulating brick, ceramic sleeve, castable, refractory mortar, ceramic fiber paper and ceramic fiber blanket);

2.2 External thermal insulation layer;

2.3 Anchor nails and internal supports (to be submitted to the regenerator manufacturer);

2.4 All lining materials shall be provided to meet the needs of the whole furnace, and the Owner shall not leave any remaining refractory bricks.

3. Site construction scope

3.1 Packaging, transportation, inspection and test, masonry, acceptance, commissioning and technical services of materials;

3.2 Internal derusting is not required in principle. If necessary, local treatment can be carried out (the workload is small);

3.3 Erection and removal of internal scaffolds (in accordance with SH/T3555-2014 and the Scaffold Operation Management Measures of Sinochem Quanzhou Petrochemical Co., Ltd.);

3.4 Refractory lining construction;

3.5 Application for inspection of refractory materials;

3.6 Be responsible for transporting the materials to the designated location on the construction site;

3.7 Be responsible for the quality protection of semi-finished products and finished products;

3.8 Be responsible for the safety and quality input of temporary facilities and protective sheds necessary for the completion of lining construction in accordance with the management regulations of the Owner;

3.9 Be responsible for the connection of temporary water and electricity required for site construction, and measure and pay according to the management regulations of the Owner (the Owner is responsible for providing the connection point of temporary water and electricity, which is located within 100 meters of the red line of the battery limit; the cost of water and electricity shall be borne by the construction unit).

4. Scope of work of the Owner

4.1 Supply of external thermal insulation protective layer, binding steel belt and steel belt buckle

4.3 Oven drying (the manufacturer shall provide the oven drying scheme and technical guidance)

5. Contract execution responsibilities

5.1 Site construction shall be managed by the Project Department.

5.2 Design shall be managed by the Design Management Department.

5.3 Material manufacturing and supply shall be managed by the Material Loading Center.

In case of any inconsistency between the above scope of work and the inquiry documents, the requirements of this bidding scheme shall prevail.

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http***dding.com) before bidding.

4）Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders have not been listed in the national enterprise credit information public display system or in the business exception list, and have not been listed in the "Credit China" website (www***) or credit information sharing platform at all levels. 6) Requirements for financial and operating conditions: the bidder is not in the state of bankruptcy, asset freezing, property being taken over, being ordered to suspend business, or being disqualified for bidding, and has been in good financial condition since 2018, and has sufficient assets and capacity to effectively perform the contract;

Supporting materials: the bidder shall provide a letter of commitment, which shall be stamped with the official seal of the bidder and bound in the bidding documents.

7) Performance requirements：

From January 1, 2018 to the present (subject to contract signing time), The Bidder has complete supply performance of refractory materials for SAR waste acid regeneration furnace of the new acrylonitrile complex in China.

Supporting materials: the bidder shall provide the contract and technical agreement with corresponding performance, which shall at least include the project name, user name, plant scale, supplied refractory material variety, specification and parameters, supply quantity, contract signing date and signing and stamping page, user contact person and telephone number, etc.

8)The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.

4.
