Reasons for why not selected: As specified in 4.2 in Section I of the bidding documents, “A Bidder shall not have a conflict of interest. Any Bidder found to have a conflict of interest shall be disqualified......”. As specified in ITB 4.2 in Section II of the bidding documents, “2) ......If a potential bidder of Lot 05 and the successful bidder (including the leading party and any member party of the JV) of Lot 01: Global programming for the whole project (except archaeological sites programming) of this Project are directly or indirectly under the control of a third party, it will be considered as a conflict of interest”?(see Addendum (III)).?Through discussion, the bid evaluation committee concluded that the Bidder?has?a conflict of interest with the successful bidder of Lot 01: Global programming for the whole project (except archaeological sites programming) of this Project. Therefore, the Bidder?can not meet the requirements of “1.2 Conflict of Interest” in “1. Eligibility” in “2. Qualification Requirements” in Section III - Evaluation and Qualification Criteria and thus fail to pass the qualification examination.
