3、投標人資格要求
投標人應(yīng)具備的資格或業(yè)績: 投標人必須是具有獨立法人資格的高壓外輸泵制造商或代理商，如為代理商投標： ①必須提供制造商對本次投標的唯一正式授權(quán)書； ②投標人在當?shù)匾婪ǖ怯涀缘臅r間距開標日滿三年，需提供營業(yè)執(zhí)照等注冊登記的有效證件復(fù)印件； ③距開標日三年內(nèi)，投標人須具有同類產(chǎn)品銷售業(yè)績，需提供證明其銷售業(yè)績的合同或訂單復(fù)印件（具體要求詳見招標文件），并由投標人代表簽字或蓋章； 證書要求：投標人應(yīng)提供閥門制造商以下四類有效認證證書復(fù)印件，若認證證書包含產(chǎn)品的類型、口徑、溫度和壓力等級其中的一種或幾種參數(shù)，則其證書中的相應(yīng)參數(shù)須覆蓋本次招標的產(chǎn)品對應(yīng)最高參數(shù)要求。所有證書認證的制造商名稱***、此次投標貨物的制造商一致。
① 壓力設(shè)備認證證書：制造商應(yīng)具有并提供中國國家質(zhì)監(jiān)局頒發(fā)的特種設(shè)備制造許可證（A2(2)級）、特種設(shè)備型式試驗證書和壓力設(shè)備(PED)認證證書中的至少一種，且所有證書均應(yīng)在有效期內(nèi)；
② 低泄漏認證證書（低溫范圍的證書）：閥門必須具備可靠的外密封性能，應(yīng)至少達到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測試的TA-LUFT證書或ISO 15848 PART 1的認證，投標時提供有效證書復(fù)印件。
③ 制造商須提供閥門、執(zhí)行機構(gòu)***TUV或者Exida等權(quán)威機構(gòu)*** SIL2等級認證證書，證書在有效期內(nèi)，投標時提供有效證書復(fù)印件。
④ 制造商須提供電磁閥、行程開關(guān)如TUV或者Exida等權(quán)威機構(gòu)*** SIL3等級認證證書，證書在有效期內(nèi)，投標時提供有效證書復(fù)印件。
電磁閥、限位開關(guān)應(yīng)具有由國家授權(quán)的監(jiān)督檢驗機構(gòu)***，須在供貨時提供防爆合格證書。防爆電氣產(chǎn)品滿足***市場監(jiān)督管理總局公告〔***第34號〕《市場監(jiān)管總局關(guān)于防爆電氣等產(chǎn)品由生產(chǎn)許可轉(zhuǎn)為強制性產(chǎn)品認證管理實施要求的公告》的要求，須在供貨時提供CCC認證證書。業(yè)績要求：(1) 制造商自******月***日至投標截止之日，須具有至少2座國內(nèi)LNG接收站（規(guī)模不小于200 萬噸/年）低溫調(diào)節(jié)閥投用業(yè)績，其中有一個單項合同包含低溫調(diào)節(jié)閥供貨總數(shù)不低于20臺，且此業(yè)績合同中至少有1臺入口尺寸≥8“、磅級≥1500LB的低溫調(diào)節(jié)閥。滿足以上要求并且成功運行超過1年以上視為有效業(yè)績。（2）投標人須提交有效的業(yè)績表和相關(guān)證明文件（“1.合同復(fù)印件相關(guān)章節(jié)”和“2.用戶使用證明或用戶調(diào)試報告”。如前述1和2無法體現(xiàn)接收站名稱***，須提供其它證明接收站名稱***”）。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、貨物名稱***（低溫調(diào)節(jié)閥）、裝置名稱***（LNG接收站，不小于200萬噸/年）、供貨數(shù)量、閥門尺寸、磅級。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證前述業(yè)績信息，均視為無效業(yè)績。（3）投標人所報的本次招標低溫調(diào)節(jié)閥的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績中的低溫調(diào)節(jié)閥原產(chǎn)地以及制造商一致，且本次投標低溫調(diào)節(jié)閥應(yīng)在其原產(chǎn)地工廠進行生產(chǎn)和檢驗，不得委托加工。
投標人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績證明文件，包括1.合同復(fù)印件和2.報關(guān)單或3.原產(chǎn)地證明或4. BV、DNV、勞氏等國際知名第三方檢驗機構(gòu)***，例如出廠檢驗報告、制造過程檢驗報告等。
質(zhì)量要求
制造商應(yīng)提供ISO9001質(zhì)量管理體系認證證書，且證書在有效期內(nèi)。代理商投標時應(yīng)提供所代理的產(chǎn)品制造商的ISO9001質(zhì)量管理體系認證證書。
