Qualifications or Performance：1) If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder, the bidder shall provide the formal power of attorney of the manufacturer or the authorized agent of the manufacturer for the project (see the international competitive bidding document for procurement of mechanical and electrical products (Volume I) for the format); 2) The bidder shall provide the original or a copy of the credit certificate issued by its bank within three months before the bid opening date (if it is clearly indicated that the copy is invalid in the credit certificate, the original credit certificate must be provided, and the bidding agency reserves the right to review the original); 3) Other qualification documents: ① Copy of business license or enterprise registration certificate of the bidder; ② In principle, the seller signing a foreign trade contract must be the original manufacturer or its agent.
