主要技術(shù)要求：

一套中控系統(tǒng)包括三套獨(dú)立的子系統(tǒng)PCS,ESD,F&G以及火氣探測(cè)和報(bào)警設(shè)備。PCS系統(tǒng)應(yīng)基于DCS技術(shù)。ESD系統(tǒng)應(yīng)是故障安全系統(tǒng)，并應(yīng)是冗余，容錯(cuò)，具備自診斷功能的系統(tǒng)。ESD和F&G系統(tǒng)必須滿足SIL3要求。中控系統(tǒng)應(yīng)采用通用I/O或電子布線技術(shù)?；鹧嫣綔y(cè)器和可燃?xì)怏w探測(cè)器應(yīng)滿足SIL 2要求，并由第三方（EXIDA，TUV，BV）認(rèn)證?；鹧嫣筋^應(yīng)按照國家有關(guān)規(guī)定提供3C證書。中控系統(tǒng)需按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。

2．資格要求：

1）投標(biāo)人必須是具有獨(dú)立法人資格的PCS或ESD系統(tǒng)的制造商。國內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)***、稅務(wù)登記證或在有效期內(nèi)的三證合一營(yíng)業(yè)執(zhí)照，國外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明。以證明投標(biāo)人具有獨(dú)立法人資格。

2）投標(biāo)人所投標(biāo)的中控系統(tǒng)(PCS,ESD,F＆G)應(yīng)為制造商的標(biāo)準(zhǔn)產(chǎn)品，制造商制造的中控系統(tǒng)需同時(shí)滿足如下業(yè)績(jī)要求：1、自******月***日起至投標(biāo)截止日（合同簽訂日期）內(nèi)應(yīng)至少具有兩個(gè)在海上新建項(xiàng)目（海洋石油平臺(tái)或FPSO）成功應(yīng)用的業(yè)績(jī)，且每個(gè)項(xiàng)目的輸入輸出總點(diǎn)數(shù)不少于2000；2、至少提供一個(gè)在新建無人平臺(tái)成功應(yīng)用的業(yè)績(jī)；3、如果上述業(yè)績(jī)1當(dāng)中包括業(yè)績(jī)2，則不必再提供業(yè)績(jī)2。上述每項(xiàng)業(yè)績(jī)應(yīng)穩(wěn)定運(yùn)行不少于兩年（“穩(wěn)定運(yùn)行”期限從調(diào)試驗(yàn)收?qǐng)?bào)告簽字日期或使用方出具的運(yùn)行時(shí)間證明文件起計(jì)），并提供相關(guān)業(yè)績(jī)證明。相應(yīng)業(yè)績(jī)證明文件要求詳見下述業(yè)績(jī)要求①和②。①銷售合同復(fù)印件（含合同封面和簽字頁，以及相關(guān)的技術(shù)附件）和；②用戶簽字的成功運(yùn)行證明文件或用戶簽發(fā)的臨時(shí)接受證書或有第三方船級(jí)社簽字的調(diào)試記錄報(bào)告。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境、技術(shù)參數(shù)/指標(biāo)、成功運(yùn)行時(shí)間。對(duì)于無人平臺(tái)業(yè)績(jī)，需提供圖紙或文件證明平臺(tái)未設(shè)置***樓。如投標(biāo)人提供調(diào)試報(bào)告，則以明確標(biāo)明的成功運(yùn)行開始時(shí)間或以調(diào)試報(bào)告簽署時(shí)間為準(zhǔn)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證以上內(nèi)容的，均視為無效業(yè)績(jī)。投標(biāo)人須提供新的未使用過設(shè)備，新試制產(chǎn)品不予接受。

3）本次采辦中控系統(tǒng)（含附屬設(shè)備）應(yīng)適用于海上平臺(tái)應(yīng)用，投標(biāo)人應(yīng)承諾進(jìn)行第三方檢驗(yàn)，并從COOOSO授權(quán)的認(rèn)證機(jī)構(gòu)***（CCS、ABS、DNV、BV和Lloyd’s）獲得機(jī)組整體的最終檢驗(yàn)證書。

4）制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書或同等認(rèn)證證書，且證書在有效期內(nèi)。

Name of Goods: NINGBO 19-6 OIL & GAS FIELDS (phase I) CENTRAL CONTROL SYSTEM

Qty: 1 SETS.

Delivery Schedule: For goods offered from outside PRC customs territory: arrived at Qingdao Port, Shandong, P.R.China within 5 months from the date of the issuance of the Notification of Award ; For goods offered from within PRC customs territory: arrived at Ocean Engineering baseofSINOPEC SHENGLI OILFIELD, Qianhai Economic Development Zone, Longkou, Shandong Province, P.R. China within 5 months from the issuance of the Notification of Award.

Main technical requirement:

One set of central control system includes three independent subsystems PCS, ESD, F & G and fire and gas detection and alarm field equipment.PCS shall be DCS based. The ESD System shall be a failsafe system, fault tolerant, self-testing diagnostic system.The ESD and F&G system must meet the SIL 3.Universal I/O or electrical marshalling shall be used.The flame detectors and combustible gas detectors shall meet SIL 2 requirement and be certified by the third party (EXIDA，TUV，BV). Flame detector must have certificate for China compulsory product certification.The VENDOR shall conform that CENTROL CONTROL SYSTEM will be designed, manufactured, certified and inspected in accordance with Safety Rules for Offshore Fixed Platforms.

2. Bidder Qualification requirements:

1) Bidder must be a manufacturer of PCS or ESD system with independent legal personality.Domestic bidder shall provide valid business license, Organization Code Certificate and tax registration certificate,or a Business License of Three Certificates in On within the validity period.

Foreign bidder shall provide valid independent legal entity certificate.

2) The Central Control System(PCS,ESD,F＆G) shall be the standard product of the manufacturer.the Central Control System provided by the bidder should meet the following requirements at the same time: 1.Since January 1, 2011（date of contract） to the date of bid opening , the Central Control System should be successfully operated on at least two new-built offshore projects(platform/FPSO), and the total I/O Quantity of each project is no less than 2000; 2. At least one successful performance on newly-built unmanned platform; 3. If the performance 1 contains the Performance 2, it is not necessary to provide Performance 2.Each project shall run steadily for no less than two years(starts from the date of signature of commissioning acceptance report or the running time certificate issued by the user to the date of bid opening)The references shall be testified by proof materials. The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence per following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and② 2A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements ，drawings of the configuration type and the successful operation ime.For the performance of unmanned platform, it is necessary to provide drawing or document to reflect that the platform is not equipped with a living modules. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report. The performance without certification documents will be treated as invalid performance. Bidder shall provide the new equipment, unused prototype and trial-manufacture is unacceptable.

3) The CENTRAL CONTROL SYSTEM（including its accessory equipment） shall be suitable for offshore platform application, and the Manufacturer shall promise to arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS at its own cost.

4) The Manufacture should have the ISO9001 quality management system certification or equivalent certificate ,and the certificate is valid.

3.
