3、投標人資格要求

投標人應具備的資格或業(yè)績：投標人應具備的資格或業(yè)績：1.投標人應為所投軟件的軟件開發(fā)商或者軟件開發(fā)商授權(quán)的代理商，并提供開發(fā)商出具的授權(quán)書。投標人必須提供《供應商知識產(chǎn)權(quán)聲明》，模板見本章附件4。2.1）關境內(nèi)投標人須提供以下資質(zhì)證書的復印件：加載統(tǒng)一社會信用代碼的營業(yè)執(zhí)照或事業(yè)單位***。2）關境外投標人須提供以下資質(zhì)證書的復印件：有效的企業(yè)登記證明材料。3.業(yè)績要求：投標人應具有開發(fā)或銷售本招標要求的同規(guī)格或類似軟件三個及以上項目的成功業(yè)績，并提供相應證明材料（主要包括銷售合同或銷售訂單復印件）。銷售合同或訂單的復印件須能體現(xiàn)合同簽訂時間，銷售產(chǎn)品內(nèi)容、規(guī)格、數(shù)量及簽訂雙方等關鍵信息，否則將被作為無效證明材料。4.銀行資信證明：1）境內(nèi)投標人應當提供在開標日前3個月內(nèi)由其開立基本賬戶的銀行開具的銀行資信證明的原件或復印件；2）境外投標人應當提供在開標日前3個月內(nèi)由其開戶銀行開具的銀行資信證明的原件或復印件。5.財務要求：投標人須提供近2年（***和***）會計師事務所或?qū)徲嫏C構(gòu)***（財務審計報告需包括資產(chǎn)負債表、現(xiàn)金流量表和利潤表，三表缺一不可）。

The Bidder must provide the Supplier Intellectual Property Statement. The template is shown in Attachment 4. 2.1) Domestic Bidders shall provide copies of the following qualification certificates: Business License or Certificate of Legal Person of Institutions with Unified Social Credit Code. 2) Foreign Bidders shall provide copies of the following qualification certificates: Valid business registration certificates.3.Performance Requirements: The Bidder shall have a successful performance of developing or selling three or more projects of the same specification or similar software as required by this Tender, and provide corresponding supporting documents (mainly including copies of sales contracts or sales orders).
