CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of ENPING 15-1 Oil Fields Development Projectby International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對(duì)投標(biāo)人的資格要求：

Requirements for Qulification ofBidder

投標(biāo)人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書。

The bidder shall be the manufactureror agent of bid goods.Ifthe bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.

（2）業(yè)績(jī)要求：

投標(biāo)人所投產(chǎn)品制造商在2015年***月***日至2020年***月***日之間具有簽訂合同的海上導(dǎo)管架項(xiàng)目（注水和放空系統(tǒng)的實(shí)際使用水深大于等于90米）的銷售業(yè)績(jī)。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相應(yīng)證明材料，證明材料包括銷售合同（含相關(guān)技術(shù)附件）的復(fù)印件，證明材料至少須證明合同簽署時(shí)間、項(xiàng)目名稱（海上導(dǎo)管架項(xiàng)目）、貨物名稱、注水和放空系統(tǒng)的實(shí)際使用水深。所提供的證明材料無(wú)法驗(yàn)證合同簽署時(shí)間、項(xiàng)目名稱（海上導(dǎo)管架項(xiàng)目）、貨物名稱、注水和放空系統(tǒng)的實(shí)際使用水深，均視為無(wú)效業(yè)績(jī)。

The manufacturer of the goods shall havesale record(s) of Flooding and Venting System for the offshore jacket project from 2015 to 2020(the applied water depth for hydraulic driven flooding and venting system shall not be less than 90meters).The bidder must submit the performance form in the prescribed format and submit corresponding certification materials. The certification materials include a copy of the sales contract (including related technical attachments) . The certification materials must at least prove the contract signing time, the project name, the name of the goods, appliedwater depth. The certification materials provided cannot verify the contract signing time, project name, and appliedwater depth, which are all considered invalid performance.

3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2021年***月***日開始至2021年***月***日止，***采辦業(yè)務(wù)管理與交易系統(tǒng)（http***om.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件*****元人民幣***元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (http***om.cn) on the page of Invitation for bid for purchasing Bidding Document from Sept.6, 2021toSept.13,2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.

4. 投標(biāo)文件遞交截止時(shí)間***：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2021年9月29日上午9:30（北京時(shí)間）前遞交至***市***區(qū)東直門***街6號(hào)海油大***樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Sept.29, 2021. Any bid beyond the required time and date shall be subject for rejection.
