1. ***（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國）***（以下稱為“招標(biāo)人”）委托，就陵水25-1氣田開發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo):

CNCCC International Tendering Co., Ltd. (hereinafter referred toas “the Tendering Agent”), entrusted byCNOOCChina Limited (hereinafterreferred to as “Tenderee” ),intends to purchase the Goods and the relevant services requiredunder the project of Lingshui 25-1 gas field development project byInternational Competitive Bidding. （1）資格要求

Requirements forQulificationof Bidder

A.投標(biāo)人須為本次招標(biāo)貨物的制造商，***的情形。***，那么應(yīng)提供一份聲明，***，且負(fù)責(zé)對(duì)招標(biāo)貨物的銷售工作。***的第三方的中介代理進(jìn)行售賣或提供臍帶纜。

The Bidder shall be the manufacturer of the bidding goods, including the bidder is responsible for sales within the group corporation. If the Bidder is responsible for sales within the group corporation, it should provide the statement that the Bidder and the manufacture belong to the same group corporation and the Bidder is responsible for the sale of the bidding Goods. Any third-party intermediaries selling or proposing to supply umbilical, which is not within the group corporation of the umbilical manufacturer is not accepted.

B.投標(biāo)人應(yīng)提供貨物制造商的有效期內(nèi)的ISO9001質(zhì)量體系認(rèn)證證書。

The bidder shall provide the certificate of ISO9001 Quality Management System Certification in the validity period of the goods manufacturer.

（2）業(yè)績要求:

投標(biāo)人提供的臍帶纜應(yīng)是全新的、經(jīng)驗(yàn)證過的、且適用于本項(xiàng)目的環(huán)境條件。投標(biāo)人應(yīng)具有類似的或超過本項(xiàng)目使用條件（水深1500米）的應(yīng)用業(yè)績，并在投標(biāo)階段提供近10年內(nèi)(自******月***日至投標(biāo)截止日，以合同簽署日期為準(zhǔn))、至少1個(gè)鋼管臍帶纜應(yīng)用業(yè)績的書面證明文件，該文件包括但不限于:1）銷售合同復(fù)印件（含封面，簽字頁，相關(guān)的技術(shù)附件）；2）最終用戶簽署的完工證書或用戶出具的臨時(shí)驗(yàn)收證明或第三方船級(jí)社出具的驗(yàn)證其真實(shí)性的證明。
如投標(biāo)人無法滿足上述要求，投標(biāo)人在近10年內(nèi)(自******月***日至投標(biāo)截止日，以合同簽署日期為準(zhǔn))應(yīng)具備至少2條鋼管臍帶纜的應(yīng)用業(yè)績，并提供業(yè)績書面證明文件，該文件包括但不限于:1）銷售合同復(fù)印件（含封面，簽字頁，相關(guān)的技術(shù)附件），2）最終用戶簽署的完工證書或用戶出具的臨時(shí)驗(yàn)收證明或第三方船級(jí)社出具的驗(yàn)證其真實(shí)性的證明。同時(shí)，投標(biāo)人在投標(biāo)前應(yīng)完成業(yè)主(中海石油（中國）***)參與并見證的深水臍帶纜驗(yàn)證，并取得第三方發(fā)證檢驗(yàn)機(jī)構(gòu)***，且得到本項(xiàng)目業(yè)主的認(rèn)可。
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容:項(xiàng)目名稱、貨物名稱、供貨長度、數(shù)量、使用環(huán)境、水深、技術(shù)參數(shù)/指標(biāo)等產(chǎn)品關(guān)鍵信息。

All umbilicals offered shall be new, of proven reliable design, suitable for operation in the specified environment and shall have a history of satisfactory performance under similar or exceeding operating conditions (design water depth is 1500m). BIDDER shall provide documentary evidence of at least one off steel tube umbilical application record in recent 10 years (from Jan 1st, 2012 to the deadline of bid submission, based on contract signed date), including but not limited to: 1) Copies of sales contract (Including the cover and signature page, and the relevant technical attachments), 2) Completion certificate signed by end user; or Temporary acceptance certificate issued by the user or certificate issued by third party classification society to verify its authenticity.
When BIDDER can not meet the above requirements, BIDDER shall have at least two off steel tube umbilicals application records in recent 10 years (from Jan 1st, 2012 to the deadline of bid submission, based on contract signed date) and provide documentary evidence including but not limited to: 1) Copies of sales contract (Including the cover and signature page, and the relevant technical attachments), 2) Completion certificate signed by end user; or Temporary acceptance certificate issued by the user or certificate issued by third party classification society to verify its authenticity. And a suitable deepwater umbilical Qualification Program shall have been conducted with COMPANY (CNOOC China Ltd._Hainan) involved and witnessed, BIDDER should obtain the certificate by the third party certification agency, and the result should be accepted by COMPANY.
The performance evidence submitted by the BIDDER must present the following contents: project name, goods name, Key product information such as supply length quantity, operating environment, water depth, technical parameters and etc.
