Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd PNG Fuel Storage Depot (Motukea) Project Department. 二、項目概況與招標范圍 Project Overview and Tendering Scope 2.1項目概況：本項目位于巴布亞新幾內(nèi)亞莫爾茲比港莫圖凱的巴布亞新幾內(nèi)亞國***區(qū)域內(nèi)。該項目旨在設計一個油箱庫，以解決包括航空煤油、柴油和汽油在內(nèi)的成品油供應短缺問題；以及在巴布亞新幾內(nèi)亞建造航空煤油儲罐及其相關附屬設施。油庫的設計總?cè)莘e應為12000 m3航空煤油、36000 m3柴油和24400 m3汽油。 The PROJECT is to design a fuel tank depot in order to address the issue of oil supply shortage, including Jet A1, diesel, and gasoline; and to construct the Jet A1 storage tanks with its associated ancillary facilities in Papua New Guinea. The tank depot shall be designed for total volume of 12,000 m3 Jet A1,and 36,000 m3 of diesel and 24,400 m3 of gasoline. 2.2 招標范圍：本次招標采購物資詳見下表 Scope of Supply: For the materials to be procured by the present Tendering, please refer to the table below. S/N Material Description/Specification Main Technical Parameters Unit Quantity Remark Package A 泡沫混合撬、泡沫發(fā)生器 Foam Proportioning, Foam chamber 詳見附件技術文件 Please refer to the attached technical documents Package B 滅火器、消防栓等消防安全設備 Fire extinguisher, fire hydrant, Firefighting and Safety Equipment 詳見附件技術文件 Please refer to the attached technical documents 2.3 交貨期 Delivery time：最短交貨期，但最晚交貨時間不得晚于買方下達訂單后90個日歷日。 The Tender should provide its shortest delivery time,and the latest delivery time that tendering requires shall be no later than 90 calendar days after the Buyer issue PO. 三、投標人資格要求 Bidder qualification requirement 3.1 本次招標不接受聯(lián)合體投標。 Bids from joint venture are not accepted. 3.2 A包：本項目的投標人須為中國境內(nèi)依法注冊并具有獨立法人資格，為此項目的專業(yè)生產(chǎn)、制造、安裝、調(diào)試的制造廠商或集成商，對其提供的貨物和服務負全面責任。 The bidder should be a manufacturer or integrator that is legally registered within China and possesses independent legal person status., has independence in law and finance and operates legally and shall take full responsibility to the goods and service. B 包：本項目的投標人須為中國境內(nèi)依法注冊并具有獨立法人資格，為此項目的專業(yè)生產(chǎn)、制造、安裝、調(diào)試的制造廠商或制造商指定的代理商（需提供制造商的授權書），對其提供的貨物和服務負全面責任。 The bidder should be a manufacturer or agent company appointed by the manufacturer that is legally registered within China and possesses independent legal person status, has independence in law and finance and operates legally and shall take full responsibility to the goods and service. 3.4 本次招標要求投標人須具備 ISO9001相關體系認證、企業(yè)資質(zhì)（包括但不限于營業(yè)執(zhí)照或注冊證書等）, 其中泡沫混合撬、泡沫發(fā)生器、消防水/泡沫炮須提供FM/UL認，具有與本招標項目相應的供貨能力。 Qualification requirement: The bidder should have the ISO9001 system certification, FM/UL certification（including Foam Proportioning, Foam chamber, Firewater/foam monitor,）,certification (including but not limited to business license or registration certificate, etc.) and have the supply capacity corresponding to the tender project. 3.4投標人不接受分包。 The bidder does not accept subcontracting 3.5財務要求：提供 3 年度（2021-2023）財務報告，經(jīng)會計師事務所或?qū)徲嫏C構***（未完成***財務審計的可提供2020-***的財務審計報告），包括但不限于資產(chǎn)負債表、現(xiàn)金流量表、利潤表和財務情況說明書（或報表附注）的復印件。投標人財務狀況良好（其中資產(chǎn)負債率小于100%），不存在進入清算程序、被宣告破產(chǎn)或其他喪失履約能力的情形；成立日期晚于要求年份的，從成立年起計算。 Financial requirement: The bidder should provide financial reports for 3 years(2021-2023), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for 2020 to 2022 can be provided), cash flow statements, income statements and financial statements.The reports should be audited by accounting firms or institutions. The bidder should have good financial status (with a debt-to-asset ratio of less than 100%) and not be involved in liquidation procedures, declared bankrupt, or otherwise unable to fulfill contractual obligations.; If the date of establishment is later than 2020, it shall be counted from the year of establishment. 3.6 .業(yè)績要求：提供近5年類似產(chǎn)品的銷售合同和發(fā)票，至少有一項成就是在海外取得的，國外業(yè)績只提供合同。 Bidding documents shall include the Sales contract and invoice for similar products in the past 5 years. And at least 1 achievement has been made overseas. The foreign performance only provides contracts. 3.7 信譽要求（適用于中國廠家）：Credit requirements: 在國家企業(yè)信用信息公示系統(tǒng)（http***.cn)、信用中國網(wǎng)站（www***）未被列入嚴重違法失信企業(yè)名單或失信被執(zhí)行人名單。 The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http***.cn)and credit China website (www***) 3.8其它要求： ***/***列入黑名單、暫停投標資格或取消投標人資格或禁止準入。 The bidder has not been suspended /disqualified the bid qualification by CN 四、招標文件*** Acquisition of Tendering documents 4.1 招標文件****元，售后不退。招標文件***：******月12 日8:00:00 至 ***7 月 17 日23:59:59（北京時間，下同）。凡有意參加投標者，請通過中國石油招標投標網(wǎng)（http***ing.com)點擊“招投標平臺”進入“中國石油電子招投標交易平臺”報名、購買招標文件。 The price of bidding documents is: RMB 200, non- refundable.The time of selling bidding documents is from 8:00:00 on July 12, 2024 to 23:59:59 on July 17 2024, (Beijing time, the same below).
