Qualification Requirements for Suppliers (a)滿(mǎn)足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)***。（2）扶持某某企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購(gòu)節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫(kù)〔2019〕18號(hào)和財(cái)政部財(cái)庫(kù)〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購(gòu)；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購(gòu)。供應(yīng)商須提供具有國(guó)家確定的認(rèn)證機(jī)構(gòu)***、處于有效期之內(nèi)的認(rèn)證證書(shū)方能享受優(yōu)先采購(gòu)或強(qiáng)制采購(gòu)政策。(4）購(gòu)買(mǎi)國(guó)貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。 (b)Qualification requirements to be met to implement government procurement policies: (1)Promote SME participation; no price discounts for SMEs. (2)Support prison enterprises and welfare units for persons with disabilities, treating them as micro-enterprises. (3)Prioritize and mandate procurement of energy-efficient and eco-friendly products listed in MOF Circulars [2019]18 and [2009]19; suppliers must provide valid certifications. (4)This project does not accept imported products; (c)本項(xiàng)目的特定資格要求：(3)須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（***以自己名義參加采購(gòu)活動(dòng)）； (4)具有建筑裝修裝飾工程專(zhuān)業(yè)承包二級(jí)及以上資質(zhì)； (5)具有安全生產(chǎn)許可證（有效期內(nèi)）； (6)擬派項(xiàng)目負(fù)責(zé)人具有建筑工程專(zhuān)業(yè)二級(jí)及其以上注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人； (7)業(yè)績(jī)要求：無(wú)； (8)其他要求：無(wú)。 (c)Specific qualification requirements for this program: (3)Must be a legal person or non-entity organization legally established within the territory of the People"s Republic of China (this project does not accept branches participating under their own name); (4)Have Grade II or higher in building decoration engineering. (5)Hold a valid safety production license; (6)Project manager must have Grade II or higher builder qualification, valid safety certificate, and no current project commitments.
