***受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2024-11-28在中國(guó)國(guó)際招標(biāo)網(wǎng)公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。 1、招標(biāo)條件項(xiàng)目概況:為生產(chǎn)需要，***丙烯酸裝置采購(gòu)一批氧化催化劑。資金到位或資金來(lái)源落實(shí)情況:自籌資金，資金來(lái)源已落實(shí)。項(xiàng)目已具備招標(biāo)條件的說(shuō)明:已具備。 2、招標(biāo)內(nèi)容招標(biāo)項(xiàng)目編號(hào)***氧化催化劑國(guó)際競(jìng)爭(zhēng)性公開(kāi)招標(biāo)項(xiàng)目項(xiàng)目實(shí)施地點(diǎn):中國(guó)***市招標(biāo)產(chǎn)品列表(主要設(shè)備): 序號(hào) 產(chǎn)品名稱(chēng) 數(shù)量簡(jiǎn)要技術(shù)規(guī)格備注 1 第一氧化反應(yīng)器丙烯醛催化劑滿(mǎn)足第八章2.1節(jié)的技術(shù)要求用量的102% 16萬(wàn)噸/年丙烯酸（兩條獨(dú)立的8萬(wàn)噸/年丙烯酸生產(chǎn)線），年操作時(shí)間為 7200 小時(shí);裝置負(fù)荷的操作彈性按70%～110％設(shè)計(jì)。具體見(jiàn)第八章技術(shù)規(guī)格。 2 第二氧化反應(yīng)器丙烯酸催化劑滿(mǎn)足第八章2.1節(jié)的技術(shù)要求用量的102% 16萬(wàn)噸/年丙烯酸（兩條獨(dú)立的8萬(wàn)噸/年丙烯酸生產(chǎn)線），年操作時(shí)間為 7200 小時(shí);裝置負(fù)荷的操作彈性按70%～110％設(shè)計(jì)。具體見(jiàn)第八章技術(shù)規(guī)格。 3、投標(biāo)人資格要求投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)******。任何未在招標(biāo)機(jī)構(gòu)******。 The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid. （2）凡是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家***區(qū)（以下簡(jiǎn)稱(chēng)“合格來(lái)源國(guó)/地區(qū)”）的法人均可投標(biāo)。 This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”). （3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。 Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid. （4）接受委托參與項(xiàng)目前期咨詢(xún)和招標(biāo)文件***，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢(xún)。 Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder. （5）單位***、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)。 Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. （6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)***。 The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent. （7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件***（網(wǎng)址：http***ding.com）成功注冊(cè)。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。 Bidders should successfully complete the registration on http***ding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders. （8）投標(biāo)人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)（“制造商資格聲明”見(jiàn)招標(biāo)文件***IV-9-2）。 The bidder shall be a manufacturing enterprise that produces the goods，Bidding by agents is not accepted. Manufacturer’s Qualification Statement shall be provided (the format is as per Section 4 Form IV-9-2,ITB Volume One). （9）中國(guó)境內(nèi)投標(biāo)人須提供的營(yíng)業(yè)執(zhí)照副本復(fù)印件；***須提供注冊(cè)證明文件復(fù)印件。 Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. （10）投標(biāo)人具有良好的銀行資信，企業(yè)財(cái)務(wù)狀況良好，具備履約能力，無(wú)不良經(jīng)營(yíng)行為。投標(biāo)人須提供投標(biāo)人開(kāi)立基本賬戶(hù)的銀行開(kāi)標(biāo)前3個(gè)月內(nèi)所開(kāi)具的有效期內(nèi)的銀行資信證明和經(jīng)會(huì)計(jì)師事務(wù)所審計(jì)的2021/2022/***財(cái)務(wù)審計(jì)報(bào)告復(fù)印件。投標(biāo)人為中華人民共和國(guó)以?xún)?nèi)企業(yè)的（不含港澳***區(qū)，下同），復(fù)印件需加蓋公章的；國(guó)外的（含港澳***區(qū)，下同）只需被授權(quán)人簽字。 The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the copy of Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2021, 2022 and 2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). （11）投標(biāo)人自***至今所投氧化催化劑在中國(guó)范圍內(nèi)年產(chǎn)8萬(wàn)噸及以上丙烯酸裝置上至少有1個(gè)有效業(yè)績(jī)。 (業(yè)績(jī)清單格式見(jiàn)第六章附表2)。有效業(yè)績(jī)的確認(rèn)條件須滿(mǎn)足以下條件： 1.加蓋投標(biāo)人公章（如為國(guó)外投標(biāo)人只需被授權(quán)人簽字）的合同復(fù)印件, 須體現(xiàn)合同蓋章頁(yè)、采購(gòu)數(shù)量等信息。 2.多個(gè)合同的最終用戶(hù)為同一企業(yè)法人的視為一個(gè)有效業(yè)績(jī)，且所投催化劑須在該丙烯酸裝置穩(wěn)定滿(mǎn)負(fù)荷運(yùn)行一年以上； Bidder must have at least one(1) valid and effective experience on Oxidizing Catalyst with same model as this bidding supplied to 80KT/A AA device in China since January 1, 2013. (the Format of Relevant Experiences List is as per the Attachment 2 of Section Six).
