From the early stage of the project to the construction process and the completion of the project, the special inspection and acceptance, delivery until the end of the defect liability period after the use of the project. Qualification Requirements for Suppliers (a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落實政府采購政策需滿足的資格要求：本次采購執(zhí)行政府強(qiáng)制或優(yōu)先采購節(jié)能環(huán)保產(chǎn)品、支持中小微企業(yè)、促進(jìn)殘疾人就業(yè)、支持某某和戒毒企業(yè)、扶持不發(fā)***區(qū)和少數(shù)民***區(qū)以及限制采購進(jìn)口產(chǎn)品等相關(guān)政策。如報價***提供商為中小微企業(yè)，則須在響應(yīng)文件中提供符合財庫﹝2020﹞46 號文格式要求的中小企業(yè)聲明函；如報價***福利性單位，則須在響應(yīng)文件中提供符合財庫〔2017〕141號文格式要求的殘疾人福利性單位***，一旦成交將在成交公告中公告其聲明函，接受社會監(jiān)督；若提供聲明函與事實不符的，將依照《中華人民共和國政府采購法》第七十七條第一款的規(guī)定追究法律責(zé)任。 (b)Qualification requirements to be met to implement government procurement policies:This procurement is subject to the government"s compulsory or priority policies on the purchase of energy-saving and environmental protection products, supporting small, medium and micro enterprises, promoting the employment of the disabled, supporting prison and drug rehabilitation enterprises, supporting underdeveloped areas and ethnic minority areas, and restricting the purchase of imported products. If the service provider of the quoted product is for small, medium and micro enterprises, it shall provide the compliance database in the response document2020﹞46If the quotation is a welfare unit for the disabled, it shall be provided in the response document2017〕141If the letter of statement is inconsistent with the facts, it will be held liable in accordance with Article 77 of the Government Procurement Law of the People"s Republic of China. (c)本項目的特定資格要求：1）具有中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)***路工程施工總承包三級或以上資質(zhì)； 2）項目負(fù)責(zé)人須***路工程專業(yè)二級注冊建造師資格，具備有效的安全生產(chǎn)考核合格證書。該項目負(fù)責(zé)人以在***市建筑建材業(yè)網(wǎng)站上查詢?yōu)闇?zhǔn)； 3）未被列入“信用中國”網(wǎng)站(www***)失信被執(zhí)行人名單、重大稅收違法案件當(dāng)事人名單和中國政府采購網(wǎng)(www***)政府采購嚴(yán)重違法失信行為記錄名單的供應(yīng)商； 4）財務(wù)狀況良好，具有履行合同的能力，合法合規(guī)經(jīng)營，未受到法律制裁；具有良好的商業(yè)信用和行業(yè)信譽(yù)；近三年沒有因違法違規(guī)行為被相關(guān)部門予以處罰或者通報的記錄； 5）本項目非專門面向中、小、微型企業(yè)，事業(yè)法人等各類供應(yīng)商采購。(殘疾人福利性單位、某某企業(yè)視同小型、微型企業(yè)。)如供應(yīng)商為中小企業(yè)，且滿足《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》(財庫[2020]46號)規(guī)定條件的，必須如實提供《中小企業(yè)聲明函》。 (c)Specific qualification requirements for this program:1) Have the qualification of level 3 or above for general contracting of highway projects issued by the Ministry of Housing and Urban-Rural Development, PRC; 2) The project leader shall have the qualification of second-level registered builder in highway engineering major and a valid certificate of safety production assessment.
