mso-footer:url("DD250F03DCA045B880ACEDD8DDD0170B.files/header.html") f0; } div.Section0{page:Section0;}StartFragment 招標公告 1 招標條件本招標項目***省德化抽水蓄能電站已由***省發(fā)展和改革委員會以閩發(fā)改網(wǎng)審能源函〔2024〕186號文件核準建設(shè)，***，***，***，建設(shè)資金來自企業(yè)自籌。項目已具備招標條件，現(xiàn)對該項目籌建期洞***道路工程（Q1標段）施工標段進行公開招標。 2 項目概況與招標范圍 2.1 項目概況 ***省德化抽水蓄能電站位于***省德化縣境內(nèi)，上水庫位于德化縣龍***鎮(zhèn)霞山村，下水庫位于***省***市德化縣龍***鎮(zhèn)大溪村。下水庫壩址距德化***路里程約33km，距泉州、廈門、***市公路里程分別為 125km、160km、166km。德化抽水蓄能電站裝機容量1200MW（4×300MW），額定水頭388m，樞紐工程主要建筑物由上水庫、下水庫、輸水系統(tǒng)、地下廠房和開關(guān)站等組成。建成投產(chǎn)后，主要承擔福建電網(wǎng)電力系統(tǒng)調(diào)峰、填谷、儲能、調(diào)頻、調(diào)相及緊急事故備用等任務(wù)。 2.2 招標范圍本次招標為***省德化抽水蓄能電站籌建期洞***道路工程（Q1標段）施工項目，主要包括：進廠交通洞及附屬洞室工程、通風(fēng)兼安全洞及附屬洞室工程、1#施工支洞及1-1#施工支洞工程、35kV變電站場平工程、至上***道路工程、頂層排***道工程、下水庫庫外棄渣場擋排工程、預(yù)埋件及埋管工程、安全監(jiān)測工程、其他輔助設(shè)施項目工程等。具體項目實施內(nèi)容見招標文件***1.2節(jié)的有關(guān)內(nèi)容。 [if !supportLists]3 [endif] 投標人資格要求 3.1 本招標項目要求投標人須具備有效的不低于一級水利水電工程施工總承包資質(zhì)和《施工企業(yè)安全生產(chǎn)許可證》。 3.2 本招標項目不接受聯(lián)合體投標。 3.3 投標人具有獨立（非聯(lián)合體）承建的近10年通過工程移交（或完工）驗收或樞紐工程專項驗收的類似項目。 3.4 投標人擬擔任本招標項目的項目負責人（即項目經(jīng)理，下同）須具備有效的一級水利水電工程專業(yè)注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書（B證），并擔任過一個類似項目的項目負責人。 3.5 投標人擬擔任本招標項目的技術(shù)負責人（即項目總工程師，下同）須具備水利水電工程專業(yè)高級或以上技術(shù)職稱，并擔任過一個類似項目的技術(shù)負責人。注：（1）上述“類似項目”：指國內(nèi)總裝機容量1000MW及以上抽水蓄能電站籌建期工程（須包括通風(fēng)兼安全洞和進廠交通洞）或輸水系統(tǒng)工程或地下廠房工程的施工項目。（2）“近10年”：指自本招標項目在法定媒介發(fā)布招標公告之日（含本招標項目在法定媒介發(fā)布招標公告之日）的前10年內(nèi)，以通過工程移交（或完工）驗收時間為準。（3）投標人投標時需附以下業(yè)績證明材料：①合同、②工程接收（或完工）證書或能證明項目已接收（或完工）的業(yè)主證明材料。若①或②未能體現(xiàn)項目負責人或技術(shù)負責人姓名的，投標人應(yīng)補充業(yè)主證明材料。 3.6 投標人擬擔任本招標項目副經(jīng)理中應(yīng)設(shè)置1名專職安全副經(jīng)理，擬委派的專職安全副經(jīng)理須具備有效的安全生產(chǎn)考核合格證書（C證）和水利水電工程專業(yè)中級或以上技術(shù)職稱。 3.7投標人近三年（2021-***）財務(wù)狀況良好，不接受最近三年連續(xù)虧損的投標人。投標人應(yīng)附經(jīng)會計師事務(wù)所或?qū)徲嫏C構(gòu)***。 3.8 投標人不得存在下列情形之一：（1）為招標人不具有獨立法人資格的附屬機構(gòu)（單位）；（2）為招標項目的前期準備或者監(jiān)理工作提供設(shè)計、咨詢服務(wù)的任何法人及其任何附屬機構(gòu)（單位）；（3）為本項目（標段）的監(jiān)理人；（4）為本項目（標段）的代建人；（5）為本項目（標段）提供第三方試驗檢測服務(wù)；（6）為本項目（標段）提供招標代理服務(wù)；（7）與本項目（標段）的監(jiān)理人或代建人或招標代理機構(gòu)***；（8）與本項目（標段）的監(jiān)理人或代建人或招標代理機構(gòu)***；（9）被有關(guān)行政主管部門責令停業(yè)；（10）本項目（標段）投標截止時仍處于被有關(guān)行政主管部門、司法機關(guān)暫停或者取消投標資格狀態(tài)；（11）財產(chǎn)被司法機關(guān)接管或凍結(jié)且導(dǎo)致中標后合同無法履行；（12）與招標人存在利害關(guān)系可能影響招標公正性；（13）單位***、管理關(guān)系的不同單位，參加同一標段投標或者未劃分標段的同一招標項目投標；（14）在本次投標中，以他人的名義投標、串通投標、以行賄手段謀取中標或者以其他弄虛作假方式投標。（15）被最高人民法院在“信用中國”網(wǎng)站（www***）中列入失信被執(zhí)行人名單。 4 招標文件*** 凡有意參加投標者，請于******月***日***時***分至******月***日***時***分通過***市公共資源交易信息網(wǎng)（網(wǎng)址：http***hou.gov.cn）,采取無記名方式免費下載電子招標文件***。本招標項目電子招標文件***。投標人獲取招標文件后，應(yīng)檢查招標文件***，合法有效的招標文件***；招標人沒有電子印章的，須附招標人對招標代理機構(gòu)***。 5 現(xiàn)場踏勘及投標預(yù)備會 5.1 招標人統(tǒng)一組織各投標人于******月***日***時***分在***市德化縣龍***鎮(zhèn)指定地點***，現(xiàn)場踏勘安排如有變動，以招標人通知為準。獲取了招標文件***，交通工具自備，食宿自理，人身及財產(chǎn)安全自行負責。 5.2 招標人不召開投標預(yù)備會。 6 投標文件的遞交 6.1投標文件遞交的截止時間***（投標截止時間***，下同）：******月***日09:00:00，投標人應(yīng)在截止時間******市公共資源交易網(wǎng)（http***hou.gov.cn）遞交電子投標文件。 6.2逾期送達的投標文件，公共資源電子交易平臺將予以拒收。 7 發(fā)布公告的媒介與時間本次招標公告同時在***省公共資源交易電子公共服務(wù)平臺（http***ov.cn）、***市公共資源交易網(wǎng)（http***hou.gov.cn）上發(fā)布。 8 聯(lián)系方式：招標人：*** 地址：***市德化縣***鎮(zhèn)湖***區(qū)漢唐德化現(xiàn)代藝術(shù)文創(chuàng)兩岸交流中心8層郵箱：dhcx0595@163.com 電話：*** 聯(lián)系人：*** 招標代理機構(gòu)：*** 地址：***市***區(qū)洪***路68號招標大廈C座6層620辦公室郵箱：/ 電話：*** 聯(lián)系人：***、張琳、郭亮公共資源電子交易平臺名稱：***市公共資源交易網(wǎng) 網(wǎng)址：http***hou.gov.cn 聯(lián)系電話：***、*** 招投標監(jiān)督機構(gòu)***：德化縣工業(yè)信息化和商務(wù)局地點：***省***市德化縣***街8號聯(lián)系電話：*** 公共資源交易中心名稱：德化縣公共資源交易中心地址：德化縣***鎮(zhèn)東埔口 5 號（行政服務(wù)中心***樓九樓）聯(lián)系電話：***EndFragment
