Basic Information 項(xiàng)目編號(hào)***No.: ***9-*** 項(xiàng)目名稱(chēng)：公共安全情況監(jiān)測(cè)服務(wù)項(xiàng)目 Project Name: Public Safety Monitoring Service Project 預(yù)算編號(hào)*** No.: 1524-W***1 預(yù)算金額***元（國(guó)***元；自籌資***元） Budget Amount(Yuan): ***（國(guó)***元；自籌資***元）最高限價(jià)*******元 Maximum Price(Yuan): Package No.1 for ***.00 Yuan, 采購(gòu)需求： Procurement Requirements: 包名稱(chēng)：公共安全情況監(jiān)測(cè)服務(wù)項(xiàng)目 Package Name: Public Safety Monitoring Service Project 數(shù)量：1 Quantity: 1 預(yù)算金額*****.00 Budget Amount(Yuan): ***.00 簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：***區(qū)武裝部的年度軍事訓(xùn)練部署安排，結(jié)***鎮(zhèn)哨所實(shí)際情況，決定組織民兵應(yīng)急分隊(duì)集中訓(xùn)練，全面提高海防哨所遂行急難險(xiǎn)重任務(wù)和應(yīng)對(duì)突發(fā)事件的保障能力。(一)參訓(xùn)人員、時(shí)間：1、海防哨所民兵應(yīng)急分隊(duì)全體人員 2、訓(xùn)練時(shí)間：項(xiàng)目年度工時(shí)不少于50112小時(shí)。(二)訓(xùn)練內(nèi)容：1、隊(duì)列訓(xùn)練；2、海防雷達(dá)預(yù)警系統(tǒng)操作訓(xùn)練；3、警棍盾牌操； 4、衛(wèi)生與救護(hù)訓(xùn)練；5、防護(hù)技能訓(xùn)練；6、體能訓(xùn)練。 Brief specification description or basic overview of the project: According to the annual military training deployment arrangement of the district"s armed forces department, combined with the actual situation of our town"s outpost, it has been decided to organize a militia emergency team for centralized training, comprehensively improving the guarantee ability of the coastal defense outpost to carry out urgent, difficult, dangerous and heavy tasks and respond to emergencies. （1） Training personnel and time: 1. All personnel of the coastal defense outpost militia emergency team. 2. Training time: The annual working hours of the project shall not be less than 50112 hours. （2） Training content: 1. Queue training; 2. Operation training of coastal defense radar warning system; 3. Stick and shield exercises; 4. Health and first aid training; 5. Protective skills training; 6. Physical training. 合同履約期限：本項(xiàng)目一招三年，合同一年一簽，合同期滿經(jīng)采購(gòu)人驗(yàn)收通過(guò)后，續(xù)簽合同。首年服務(wù)期限:自合同簽訂起至一年。 The Contract Period: This project has a three-year contract, which is signed once a year. After the contract expires and is accepted by the purchaser, the contract will be renewed. Qualification Requirements for Bidder (a)滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項(xiàng)目是專(zhuān)門(mén)面向小微企業(yè)采購(gòu)，評(píng)審時(shí)小型和微型企業(yè)產(chǎn)品不再享受10%的價(jià)***2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。 (b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and micro enterprises. During the evaluation process, small and micro enterprise products will no longer enjoy a 10% price discount; (2) Support welfare units for people with disabilities and treat them as small and micro enterprises. (c)本項(xiàng)目的特定資格要求：（1）須系我國(guó)境內(nèi)依法設(shè)立的法人（***以自己名義參加采購(gòu)活動(dòng)）；（2）符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試***區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔2024〕12號(hào)）第17條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)。（3）本項(xiàng)目不允許轉(zhuǎn)包。 (c)Specific qualification requirements for this program: (1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project does not allow subcontracting.
