Qualification Requirements for Bidder (a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向小微企業(yè)采購，評審時小微企業(yè)均不執(zhí)行價***。（2）扶持某某企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)； (b)Qualification requirements to be met to implement government procurement policies: （1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: This project is specifically for small and micro enterprises to procure, no price discount preference will be given to SME products during evaluation. （2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises; (c)本項目的特定資格要求：3.1 具有有效期內(nèi)的《危險化學(xué)品經(jīng)營許可證》； 3.2 未被“信用中國”（www***）、中國政府采購網(wǎng)（www***）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單； 3.3 本項目不接受聯(lián)合體形式投標(biāo)。 3.4 供應(yīng)商單位***、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項目投標(biāo)。為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。 (c)Specific qualification requirements for this program: （3）Have a valid "Hazardous Chemicals Business License"; （4）This project does not accept Joint Bids；（5） If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
