Basic Information 項目編號***No.: ***4-*** 項目名稱：***撬裝式環(huán)衛(wèi)設施設備提升項目 Project Name: 2025 Skid Mounted Environmental Sanitation Facility Equipment Upgrade Project 預算編號*** No.: 1524-W***2 預算金額***元（國***元；自籌資***元） Budget Amount(Yuan): ***（國***元；自籌資***元）最高限價*******元 Maximum Price(Yuan): Package No.1 for ***.00 Yuan, 采購需求： Procurement Requirements: 包名稱：***撬裝式環(huán)衛(wèi)設施設備提升項目 Package Name: 2025 Skid Mounted Environmental Sanitation Facility Equipment Upgrade Project 數(shù)量：1 Quantity: 1 預算金額*****.00 Budget Amount(Yuan): ***.00 簡要規(guī)格描述或項目基本概況介紹、用途：為進一步優(yōu)***區(qū)內(nèi)裝修垃圾收運處全程治理體系，促進行業(yè)減污降碳協(xié)同增效，推動建立源頭投放便利，收運銜接順暢，處理能力匹配的管理機制。根據(jù)滬綠容[2023]123號《關于進一步加***市裝修垃圾、拆房垃圾全程治理和資源化利用的通知》，逐步新增、更替專用回收箱，實現(xiàn)裝修垃圾收運的多場景應用，促進投放和收運有效銜接。嚴格按照設置規(guī)定，滿足設計要求，設置合理的尺寸等。根據(jù)***區(qū)要求，放置相應尺寸的可回收箱。 Brief specification description or basic overview of the project: In order to further optimize the overall management system of the decoration waste collection and transportation center within the jurisdiction, promote the coordinated efficiency of industry pollution reduction and carbon reduction, and promote the establishment of a management mechanism that is convenient for source disposal, smooth for collection and transportation, and matches processing capacity. According to the Notice on Further Strengthening the Full Process Management and Resource Utilization of Decoration Waste and Demolition Waste in this City (Hu Lvrong [2023] No. 123), dedicated recycling bins will be gradually added and replaced to achieve multi scenario application of decoration waste collection and transportation, promoting effective connection between disposal and collection. Strictly follow the setting regulations, meet the design requirements, and set reasonable dimensions. According to the requirements of each community, place recyclable bins of corresponding sizes. 合同履約期限：自合同簽訂之日起至******月***日，配送到采購人指定點位并安裝調(diào)試完成。 The Contract Period: From the date of contract signing until December 31, 2025, delivery shall be made to the designated location of the purchaser and installation and commissioning shall be completed. 本項目（否）接受聯(lián)合體投標。 Joint Bids: (NO)Available. 二、申請人的資格要求 2. Qualification Requirements for Bidder (a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落實政府采購政策需滿足的資格要求：1）強制采購節(jié)能產(chǎn)品政策：強制采購在國家公布的節(jié)能清單中以“★”標注的品目。 2）鼓勵節(jié)能政策：在技術、服務等指標同等條件下，優(yōu)先采購屬于國家公布的節(jié)能清單中產(chǎn)品。 3）鼓勵環(huán)保政策：在性能、技術、服務等指標同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。 4）落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目（■是□不是）專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價***。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。 5）本項目不接受進口產(chǎn)品。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project (■ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (c)本項目的特定資格要求：（1）須系我國境內(nèi)依法設立的法人（本項目（不接受）***以自己名義參加采購活動）；（2）符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試***區(qū)政府采購改革的指導意見》（滬財采〔2024〕12號）第17條規(guī)定的供應商，不得參加本項目的采購活動。（3）本項目不允許轉(zhuǎn)包。 (c)Specific qualification requirements for this program: (1) Must be a legal entity established within the territory of China in accordance with the law (this project (does not accept) branches participating in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project does not allow subcontracting.
