(b)落實政府采購政策需滿足的資格要求：1）強制采購節(jié)能產(chǎn)品政策：強制采購在國家公布的節(jié)能清單中以“★”標(biāo)注的品目。
2）鼓勵節(jié)能政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購屬于國家公布的節(jié)能清單中產(chǎn)品。
3）鼓勵環(huán)保政策：在性能、技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。
4）購買國貨政策：本項目不接受進(jìn)口產(chǎn)品。

(b)Qualification requirements to be met to implement government procurement policies:1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policies: Under the same conditions of technology, service and other indicators, priority should be given to purchasing products that belong to the energy-saving list announced by the state. 3) Encourage environmental protection policies: prioritize the procurement of products listed in the national environmental protection product list under equal performance, technology, service and other indicators. 4) Purchase policy for domestic products: This project does not accept imported products.

(c)本項目的特定資格要求：（1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
（2）未被“信用中國”（www***）、中國政府采購網(wǎng)（www***）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
（4）本項目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:(1) Comply with the provisions of Article 22 of the Government Procurement Law of the People"s Republic of China; (2) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www*** gov.cn) and China Government Procurement Network (www*** gov.cn); (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) This project does not allow subcontracting.
