簡要規(guī)則描述：在B3-8地塊新***區(qū)公共服務(wù)中心(人民坊)，主要功能包括黨群服務(wù)、社區(qū)服務(wù)、社區(qū)養(yǎng)老、社區(qū)體育、社區(qū)文化及養(yǎng)育托管點(寶寶屋)等，同步建設(shè)地下車庫及垃圾壓縮站，新建總建筑面積約12520 平方米，其中地上約 7875 平方米，地下約 4645 平方米;在 B3-7 地塊新建公共綠地，同步聯(lián)通 B3-8地塊共建地下空間，建筑面積約2302平方米。

Brief Specification Description:?A community public service center (Renminfang) will be newly constructed on Plot B3-8. Its main functions include Party-masses service, community service, community elderly care, community sports, community culture, and childcare custody points (Baby Houses), etc. Meanwhile, an underground garage and a garbage compression station will be built. The total newly constructed building area is approximately 12,520 square meters, of which about 7,875 square meters are above ground and about 4,645 square meters are underground. A public green space will be newly constructed on Plot B3-7, and the underground space will be connected with that of Plot B3-8 simultaneously. The building area is approximately 2,302 square meters.

合同履約期限：自合同簽訂之日起至整個項目代建服務(wù)范圍內(nèi)各項目全部驗收完畢，并向采購人完整提供相關(guān)服務(wù)文檔之日止

The Contract Period:?From the date of signing the contract until the completion of the acceptance of all projects within the scope of the construction management on behalf of others services for the entire project, and the date when all relevant service documents are completely provided to the purchaser.

二、申請人的資格要求

2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";

(b)落實政府采購政策需滿足的資格要求：(1) 落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價***。(2）殘疾人福利性單位，并將其視同小微型企業(yè)。

(b)Qualification requirements to be met to implement government procurement policies:?(1) Implement measures for reserved quotas to increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises. During the evaluation, products from small and medium-sized enterprises will not enjoy price discount preferential policies.
(2) Welfare units for the disabled shall be regarded as small and micro enterprises.

(c)本項目的特定資格要求：1、法人依法設(shè)立的分支機(jī)構(gòu)***，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機(jī)構(gòu)***。法人與其分支機(jī)構(gòu)***；
2、本項目不允許分包、轉(zhuǎn)包；
3、本項目本次招標(biāo)不接受聯(lián)合投標(biāo)。

(c)Specific qualification requirements for this program:?When a branch office legally established by a legal person participates in a tender in its own name, it shall provide relevant certification materials for legal registration and a written authorization issued by the legal person authorizing the branch office to participate in government procurement activities within its business scope and assume all civil liabilities. The legal person and its branch office shall not simultaneously participate in the procurement activities of the same project.
Subcontracting and transferring of the project are not allowed in this project.
Joint bids are not accepted for this tender of this project.
