(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價***。（2）扶持某某企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)***、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產(chǎn)品。

4、人員配備要求：最低應(yīng)為4人（含）以上，且需包含園林項目負責(zé)人（園林專業(yè)中級職稱）、安全員、質(zhì)量員、材料員各1名、必須為園林綠化施工單位***。
5、項目負責(zé)人：必須為園林綠化施工單位***。負責(zé)人須具有《園林綠化施工企業(yè)項目負責(zé)人質(zhì)量安全生產(chǎn)考核合格證書》，且無在建項目記錄。項目負責(zé)人在履行合同過程中發(fā)生變更的，如變更后時間未滿半年，不得參與本標段投標。

(c)Specific qualification requirements for this program:3. Construction enterprises engaged in urban landscaping projects should hold valid business licenses. n4. Personnel allocation requirements: The minimum number of personnel should be 4 (inclusive) or more, and it must include one project manager of the landscaping project (with intermediate professional title in landscaping), one safety officer, one quality officer, and one material officer. All personnel must be from the landscaping construction unit. 5. Project Leader: Must be an employee of the landscaping construction unit. The person in charge must hold the "Certificate of Quality and Safety Production Assessment for Project Managers of Garden Greening Construction Enterprises" and have no record of ongoing projects. If the project leader changes during the performance of the contract, such as within less than half a year after the change, they shall not be eligible to participate in the bidding for this section。
