Planning Objectives 落實黨的二十大和習近平總書記重要講話精神，以打造數(shù)字貿(mào)易為核心的產(chǎn)業(yè)新地標——中國數(shù)貿(mào)港為根本目標，助推杭州成為全國領(lǐng)先、全球一流的數(shù)字貿(mào)***市。落實中國數(shù)貿(mào)港建設“三地一樞紐”功能定位，發(fā)揮臨空經(jīng)濟***區(qū)“支撐”及先行示范作用，結(jié)合杭州大會展中心場館承接全球數(shù)字貿(mào)易博覽會契機，建設全球數(shù)字貿(mào)易創(chuàng)新港，構(gòu)建具有臨空辨識度的數(shù)字貿(mào)易產(chǎn)業(yè)體系。 In line with the guiding principles of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping"s important speeches, the primary goal is to establish the China Digital Trade Port as a landmark industry hub centered on digital trade, positioning Hangzhou as a leading digital trade city both nationally and globally. The planningis supposed toimplement the "three locations and one hub" functional positioning of the China Digital Trade Port, leveraging the HAEDZ"s role as a support and demonstration zone. In conjunction with the HangzhouGrandConvention and Exhibition Center"s role in hosting the Global Digital Trade Expo, the planning will guide the construction of the Global Digital Trade Innovation Port and establishment ofa digital trade industry system with distinctive characteristics tied to the airport. （1）中國數(shù)貿(mào)港建設***區(qū)/Supporting Zone for China Digital Trade Port Construction 發(fā)揮“綜保+自貿(mào)+臨空經(jīng)濟***區(qū)+跨境電商***區(qū)”及蕭山國際機場“四區(qū)一樞紐”的疊加優(yōu)勢，依托球數(shù)字貿(mào)易博覽會高能級線上線下展會平臺，提出具有引領(lǐng)性的發(fā)展理念，構(gòu)建臨空數(shù)字創(chuàng)新特色的產(chǎn)業(yè)生態(tài)、創(chuàng)新環(huán)境，聚焦跨境電子商務、數(shù)字服務貿(mào)易等領(lǐng)域，強化跨境服務、國際展會、離岸金融等功能，實現(xiàn)中國數(shù)貿(mào)港建設的***區(qū)。全面推進臨空經(jīng)濟***區(qū)發(fā)展提能升級，打造鏈接全球、驅(qū)動雙循環(huán)格局的重要開放門戶。 The planning will fully utilize the advantages of the "four zones and one hub" (comprehensive bonded zone, free trade zone, airport economic demonstration zone, cross-border e-commerce comprehensive pilot zone, and airport hub), and propose forward-looking development concepts,leveragingthe high-level online and offline exhibition platform provided by the Global Digital Trade Expo.The planningaims toconstruct an industry ecosystem and innovation environment with characteristicstied to the airport, focus on sectors such as cross-border e-commerce and digital services trade. By concentrating on the industrial chains of digital products, digital services, and digital finance, the planning will promote the development of new business forms, optimize the construction of new digital infrastructure, and cultivate a high-quality environment for new business models. This will foster a digital trade innovation ecosystemandestablish the zone as a pioneer in global digital trade innovation. （3）“會展+數(shù)貿(mào)”產(chǎn)業(yè)生態(tài)***區(qū)/Vibrant Ecosystem Zone for the "Exhibition + Digital Trade" Industry 充分***區(qū)域會展+優(yōu)勢，研究產(chǎn)業(yè)空間及配套需求，以高品質(zhì)產(chǎn)業(yè)空間、公共空間、建筑空間及配套設施滿足產(chǎn)業(yè)、會展、生活***元人群需求，營造復合活力、社交友好、創(chuàng)新碰撞、人***元場景，打造“會展+數(shù)貿(mào)”產(chǎn)業(yè)生態(tài)的復合型***區(qū)。 The planning will make full use of the region"s advantages in the exhibition industry, study the spatial and supporting needs of the industry, and provide high-quality industrial spaces, public spaces, building spaces, and supporting facilities to meet the needs of various groups, including those in industry, exhibitions, living, and tourism. This will create a vibrant, socially friendly, innovative, and diverse ecosystem for the "Exhibition + Digital Trade" industry. 3征集范圍 3. Scope of Solicitation 規(guī)劃范圍位于蕭山機場北側(cè)，以大會展中心為核，北至龍虎橫河及月亮灣，西至錢塘江堤岸，南至***路，東至***路、***路、***路、南陽***路、***路、10***道，具體范圍詳見附圖，規(guī)劃范圍用地面積約305公頃，其中大會展中心（一、二期）及南側(cè)酒店等約106公頃為已***區(qū)。 The planning area is located to the north ofHangzhou Xiaoshan International Airport, withHangzhou GrandConvention and Exhibition Center as its core. The boundaries extend north to LonghuRiverandYueliangwan, west to the Qiantang River embankment, south to Nanhong Road, and east to Nanfeng Road, Nanlin Road, Zhedong Road, NanyangZongyiRoad, Nanyi Road, and National Highway 104.
