***受招標(biāo)人委托對下列產(chǎn)品及服務(wù)進(jìn)行國際公開競爭性招標(biāo)，于2023-01-12在中國國際招標(biāo)網(wǎng)公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請合格投標(biāo)人參加投標(biāo)。
1、招標(biāo)條件
項(xiàng)目概況:***二期氯堿一體化裝置項(xiàng)目40萬噸/年P(guān)VC裝置。現(xiàn)擬采購130m3 PVC內(nèi)夾套反應(yīng)釜8套(包括釜頂冷凝器、攪拌系統(tǒng)、緊急驅(qū)動、噴頭、集管等)
資金到位或資金來源落實(shí)情況:自籌資金，資金來源已落實(shí)

3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績:（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)******。任何未在招標(biāo)機(jī)構(gòu)******。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家***區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件***，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位***、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.
（6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)***。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件***（網(wǎng)址：http***ding.com）成功注冊。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。
Bidders should successfully complete the registration on http***ding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）中國境內(nèi)投標(biāo)人須提供的營業(yè)執(zhí)照副本復(fù)印件；***須提供注冊證明文件復(fù)印件。投標(biāo)人為中華人民共和國以內(nèi)企業(yè)的（不含港澳***區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳***區(qū)，下同）只需被授權(quán)人簽字。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below)
（9）投標(biāo)人必須是專業(yè)的設(shè)備制造商。須提供“制造商資格聲明”（格式見第一冊第四章格式IV-9-2）。
The Bidder shall be professional equipment manufacturer. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I).
（10）******月***日至今投標(biāo)人在全球范圍內(nèi)采用JNC專利技術(shù)生產(chǎn)聚氯乙烯（懸浮法），130m3或130m3以上PVC反應(yīng)釜的銷售業(yè)績，反應(yīng)釜臺數(shù)不少于5臺，并提供業(yè)績清單。(業(yè)績清單格式見本資料表附表1）
The bidder must have the experience of at least 5 sets of ≥130 m3 PVC reactors (using JNC patented technology to produce suspension PVC) worldwide since January 1, 2012, and provide a performance list.(See Attached Table 1 of this Data Sheet for the format of performance list)
（11）投標(biāo)人應(yīng)提供制造商對產(chǎn)品質(zhì)量保證和售后服務(wù)的承諾函原件。
The bidder shall provide the original letter of commitment for the manufacturer"s product quality assurance and after-sales service.
（12）投標(biāo)人須提供對應(yīng)投標(biāo)產(chǎn)品的壓力容器設(shè)計(jì)、制造許可及相應(yīng)資質(zhì)證書，并提供中華人民共和國質(zhì)檢總局頒發(fā)工業(yè)產(chǎn)品生產(chǎn)許可證。
The bidder shall provide the design, manufacturing license and corresponding qualification certificate of the pressure vessel corresponding to the bidding product, and provide the industrial product production license issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People"s Republic of China.
（13）投標(biāo)人須提供有效期內(nèi)的ISO9001、ISO14001、OHSAS18001體系認(rèn)證證書復(fù)印件（復(fù)印件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）。
The bidder must provide the copies of ISO9001, ISO14001, OHSAS18001 system certification certificates within the validity period (the domestic bidder must affix the official seal, and the overseas bidder only needs the signature of the authorized person).
（14）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書（格式見招標(biāo)文件***，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；***的法定代表人，***法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
（15）投標(biāo)人/技術(shù)方案必須得到專利商JNC的許可
The bidder must obtain the permission of the patent licensor JNC
（16）加蓋公章的投標(biāo)人開立基本賬戶的銀行所開具銀行資信證明或經(jīng)會計(jì)師事務(wù)所審計(jì)的***度財(cái)務(wù)審計(jì)報(bào)告復(fù)印件（復(fù)印件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）；
Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2021 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
